Overview: As director of policy initiatives at the organization you choose, you are advocating for expanding state funding to address emerging threats to the organization as a result of the COVID-19 outbreak. You believe that your organization must be provided with a stable annual fund to adequately address this continuing crisis.
Part 1: Your first task is to assess how much funding you plan to advocate for and develop an internal advocacy strategic plan to accomplish your goal – to ensure that this level of funding is provided. Drawing on the discussion of potential ethical dilemmas explored in class, please prepare a strategic plan that describes how you will apply the ten steps in effective advocacy to this problem. Your paper should thoroughly address each of the ten steps as well as the discussion of potential ethical issues in public health decision making. Part 1 is designed to help you as an advocate develop a plan. You are not advocating for the issue in this document, instead you are establishing your organization’s internal strategic plan.

1. Step One: Why is this problem important to the organization? In this section you will describe the organization, its mission and key activities, and why the problem is relevant to them, the impact the current proposal would have on its operations, etc. Using compelling statistics and data, please create a sense of urgency for why the decision makers need to act. Focus on evidence and clarity of your persuasion. Are there ethical considerations around potential action?
2. Step Two: Define and clarify your goal, or “ask.” In this section, please state your policy goal clearly. What do you want the policymaker to do to solve the problem? Tell the reader how the policy goal solves the problem. Is this a SMART goal – specific, measurable, attainable, realistic and time-related? Are there acceptable compromises you would be willing to make? What can/can’t you live with? Are there short, intermediate and long term goals that affect your ask? Are there political realities/limitations, or ethical considerations around this ask? Are you being reactive or proactive, etc.?
3. Step Three: Identify the audience – what member of the State legislature will be a key decisionmaker regarding this appropriations related goal? Who has the authority to accomplish your goal? Who influences the decisionmaker (media, constituent groups, special interests?) How would you employ those additional voices in this effort?
4. Step Four: Identify and describe the process. What is the relevant policy process that can help you accomplish your goal – and within that process, what are the opportunities for influence, that can help you accomplish your goal? Are there timing issues that are important? What is the protocol and etiquette regarding the process?
5. Step Five: Identify your allies. Who shares your goal, and who can help you accomplish your goal? Can you identify a champion(s)? What strategies would you employ to identify stakeholder organizations and build a coalition of partners (who share the same goals with the organization), that will help accomplish your goal?
6. Step Six: Develop your message about this financial request. What arguments will resonate with your decisionmaker? Are there certain words, or language, that your audience
7. Step Seven: Advance your message. How will you actually interact with your audience/policy or decision maker? This is the point of direct contact. Review different methods and strategies that you will use to advance this particular goal.
8. Step Eight: Prepare Written Materials. Please tell the reader what written materials you would use (but don’t include them here! – this will be expanded in Part II of this project and will be developed separately per the instructions below.)
9. Step Nine: Advocate! Provide an outline of your strategy here, explaining how you will execute all of the steps you’ve written about earlier.
10. Step Ten: Follow-up. Describe how you would follow-up to continue to build relationships important to accomplishing your goal
Part 2: In this part, you will expand on Step Eight – by writing a one-pager that you would use in a meeting with the State legislator you identified in Step Three. Please refer to the examples of effective one-pagers that are posted on Canvas and resources found at www.hcadvocacy.org. Part 2 is your opportunity to advocate through developing actual advocacy material aimed directly toward your audience.
Part 2 should include:
• Title sentence/headline at the top of the page, indicating who you are and what your “ask” is of the audience.
• A background section, describing the problem, and why it is important to that specific legislator. What is happening in that state/district? What is the challenge in their particular district you are looking to address? What programs would be affected by this proposal, and your proposed solution? Has the state enacted policies such as an expansion of Medicaid that have implications for your organization? Please use evidence/data and compelling information to urge the decision maker to take the action you recommend.
• A solution section, describing why the ask you are seeking solves the problem you have described in the previous section, and the impact the proposed solution would have in that particular district. Why is this the appropriate solution?
• Please organize your one pager with visual elements to aid the reader in understanding your ask and why it is important. Citations should not be integrated into your text
